
Assoc. Prof. Dr. Kassim Kalinaki
Dean, School of Technology, Computing and Engineering
Dr. Kassim Kalinaki (Member, IEEE; Member, ACM) is an Associate Professor of Computer Science and Dean of the School of Technology, Computing and Engineering at Uganda Technology and Management University (UTAMU). He is an academic leader, researcher, technologist, and educator with over a decade of experience in university teaching, research, curriculum development, postgraduate supervision, cybersecurity, and digital transformation across Africa and Asia.
He holds a PhD in Digital Science (Computer Science) from Universiti Brunei Darussalam, where his research applied deep learning and satellite imagery to analyse tropical landscapes. His interdisciplinary research interests include artificial intelligence, machine learning, computer vision, remote sensing, cybersecurity, healthcare and ecological informatics, the Internet of Things, smart cities, and educational technologies. He has authored and co-authored more than 70 peer-reviewed publications and serves as a reviewer for international journals and conferences.
At UTAMU, Dr. Kalinaki provides academic and strategic leadership, teaches postgraduate courses in Artificial Intelligence and Data Science, and supervises postgraduate research. He also trains legal professionals in artificial intelligence and digital literacy through the Centre for ICT and Law. His previous experience includes serving as Head of the Department of Computer Science at the Islamic University in Uganda, teaching at universities in Uganda and Brunei Darussalam, and working as a Cybersecurity Project Manager at SPI BN in Brunei.
Dr. Kalinaki is committed to mentorship, innovation, and community engagement. In July 2026, he served as a Volunteer Professor and AI Skills Facilitator with Professors Without Borders in Eswatini, where he trained young people in responsible AI use, career development, workplace productivity, professional communication, and entrepreneurship. His work focuses on connecting academic research with practical innovation and using technology to build a secure, inclusive, intelligent, and sustainable society.
