UTAMU Consultancy Bureau (UCB) is a bureau that is part of Universal Technology And Management University (UTAMU).UCB was established in 2014 with the aim of offering consultancy services to ministries, departments and agencies (MDAs); the private sector institutions; the public sector institutions; the commercial institutions; academia; the development partners; the foundations; the non-governmental organisations (NGOs); and the civil society institutions.
UCB links UTAMU with stakeholders in the provision of relevant consultancy services, thus making the university staff and community more responsible to service delivery and contribute to the socio-economic development of Uganda, the East African Community and beyond. UCB has offices at UTAMU Bugolobi Campus and UTAMU Kungu Campus. UCB has access to qualified and experienced experts that are drawn from the governance organs (the Board of Directors and the University Council) and from the various schools, institutes, centres, and administrative units including the Graduate School, the Law School, the Business School, the School of Technology Computing and Engineering, the School of Education, the Institute of African Culture Science and Technology, UTAMU Research and Innovation City (UTAMURIC), the ICT and Law Centre; and the Environmental and Natural Resources Law Centre, among others.
UCB serves as the centralized consultancy/commercial and knowledge-transfer arm of UTAMU. It mobilizes and maintains a roster of experts in various disciplines to provide specialized, cross-disciplinary services that bridge academic theory and practical experience with real-world solutions.
In summary, UTAMU Consultancy Bureau (UCB):
- Maps out the consultancy capacity from within UTAMU, its partners and affiliate institutions;
- Identifies potential contracted research and consultancies that could be undertaken by UTAMU and develops the technical and financial proposals;
- Facilitates improvements in the overall consultancy capacity utilization of UTAMU;
- Coordinates and facilitates multi-disciplinary consultancies being executed by various experts on its roster; and
- Is responsible for managing and coordinating all consultancy contracts awarded to UTAMU.
UTAMU Consultancy Bureau (UCB) is overseen by a Board comprising of the three members, namely:
- The Chairperson of UTAMU Board of Directors who serves as the Chairperson;
- The Chairperson of the University Council; and
- The Vice Chancellor.
- The University Secretary serves as the Secretary of UCB.
UCB has a roster of experts drawn from UTAMU governance organs (the Board of Directors and the University Council) and from the various schools, institutes, centres, and administrative units including the Graduate School, the Law School, the Business School, the School of Technology Computing and Engineering, the School of Education, the Institute of African Culture Science and Technology, UTAMU Research and Innovation City (UTAMURIC), the ICT and Law Centre; and the Environmental and Natural Resources Law Centre, among others. Other experts are drawn from UTAMU partners such as ICT Consults Limited, from affiliated institutions such as UTAMURIC and the Institute of African Culture Science and Technology. The adjunct faculty and UTAMU students especially graduate students are also considered when the assignments are in their areas of expertise. The roster has over 200 experts in various disciplines.
UCB has a unique profile and capability of assembling teams of tried and tested top-class experts to undertake any consultancy assignment in diverse fields of expertise. It draws on the expertise and consultancy experience of mainly the staff of the UTAMU and its partner and affiliated institutions with a wide range of competencies in several specialized disciplines. UTAMU also avails scientific and technical equipment, modern laboratories, workshops, and studios for use by the consultants. Consultants have access to an extensive collection of reference books, scholarly journals, and other facilities which can be used in the delivery of consultancy services.
Since 2014, UCB has accumulated experience in managing consultancies of various types, levels, and scopes as demanded by clients. UTAMU Consultancy Bureau (UCB):
- Coordinates and manages development of expressions of interest, technical and financial proposals and deliverables in the contracts;
- Coordinates activities undertaken by consultants registered with the bureau;
- Facilitates clients to access a wide range of expertise and services related to Consultancy, business development and advisory services;
- Enhances the capacity of UTAMU units, partner institutions and affiliated institutions to undertake consultancy services and coordinate improvements of the environment for consultancy services provision;
- Provides clients with prompt access to reputable specialized expertise; and
- Coordinates the management, support, and the monitoring and evaluation (M&E) of the consultancies.
The Team Leader / Lead Consultant of each project is responsible for the operational coordination and management of the project in accordance with the UTAMU statutes and policies and directives of UTAMU Consultancy Bureau (UCB) Board. The project funds are managed through UTAMU official accounts and in accordance with UTAMU policies and statutes on financial management.
