The Bachelor of Public Administration and Management programme is a unique blend of different disciplines from which a student can select one of three specialized options including; Local Government, Health Administration and Public Finance.
The Bachelor Public Administration and Management curriculum has been designed to equip students with skills specifically required to manage the civil service, ethics and values that guide the conduct of public affairs at all levels. This program is enriched to enable scholars to develop and improve the Public Administration and Management system in Uganda by addressing the dynamic and constantly changing environment.
The Bachelor of Public Administration and Management focuses on the performance of government in formulating and implementing public policies and is intended to prepare students to work in the various levels of government and other non-state agencies.
Career Prospects
Students who undertake this programme will be in position to work in any sector of government, private sector and NGO as administrators and managers. Specifically, careers in government agencies, international agencies, local governments, urban authorities, hospitals will target graduates of BPAM degree. There are many other different job opportunities for graduates in the business world for graduates of public administration. Public administration degree holders will thus have great career flexibility and will work in almost any area of their interests as administration is in every sector of our society.
Programme Objectives
The bachelor of public administration and Management is aimed at the all-round education, acquiring academic expertise and competences that are typical of functioning in the domain of administration in the public sector and at preparing for any further academic studies at master's level in the domains of administration, policy and management. The BPAM programme has the objective to enhance students’ theoretical, conceptual and practical understanding of:
- Public administration and management in a changing environment.
- Policy design, policy implementation and policy impact.
- Financial management, information and knowledge management, human resource management.
- Global, regional and local government as well as health development issues.
- Responsible government, good governance and effective leadership.
The programme also aims to equip students with competencies and skills to:
- Be effective administrators and managers.
- Deal with the huddles that stand on the way of administrative efficiency.
- Engage in effective communication.
Learning Outcomes
By the end of the programme, the students should be able to:
- Possess the knowledge about the importance of public administration and management in societal organization.
- Possess the creative thinking ability, analytic skills, and ability to integrate and apply the knowledge obtained from multiple sources to develop and improve the public administration and management system.
- Be knowledgeable of issues related to public administration and management in local public administration and health administrative systems in order to make effective and ethical decisions.
- Possess the ethical values, perform their duties and responsibilities according to the good governance principles and conduct themselves with social responsibility.
Admission Requirements
The entry requirements will be in accordance to those established by UTAMU for all Bachelor’s Degrees and will strictly be in accordance with the minimum requirements set by NCHE. Students will be admitted to the Bachelor of Public Administration and Management programme through avenues: Direct Entry scheme, Mature Entry scheme, Diploma Entry scheme and Graduate Entry scheme.
Direct/ A level Entry Scheme
For admission under the Direct Entry Scheme, a candidate must have;
- At least two principal passes at the same seating in the Uganda Advanced Certificate of Education (UACE) or its equivalent.
- At least 5 passes at the same sitting in Uganda Certificate of Education (UCE) or its equivalent.
Diploma Holders' Entry Scheme
- One will be admitted to the Bachelor of Public Administration and Management Programme if she/he has at least a 2nd class lower division in Public Administration Diploma or any field from a recognised institution.
- At least one principal pass and two subsidiary passes at the same sitting in UACE or its equivalent.
- At least 5 passes at the same sitting in Uganda Certificate of Education (UCE) or its equivalent.
Mature Age Entry Scheme
For admission under the Mature Age Entry Scheme, a candidate must pass the Mature Age Entry Examinations from a recognized institution.
Program Duration
The program will extend over a period of three academic years. An academic year shall consist of two semesters and one recess term. A semester shall consist of 15 weeks of lectures. A recess term shall consist of 10 weeks.
