Certificate in Administrative Law
The Certificate in Administrative Law is an administrative officers law course that targets administrative officers at all levels of central and local governments, police, army, prisons, private companies, NGOs, schools, colleges, higher education institutions and any other persons who wish to acquire basic legal literacy.
The objectives are to enable administrative officers carry out their functions and exercise powers in accordance with the law.
Legal knowledge acquired also aids administrative processes by ensuring that administrative officers carry out effective decision making and law enforcement in a timely, efficient and informed manner.
Award
Students who successfully complete this course are awarded a Certificate in Administrative Law.
Learning Outcomes
The course outline includes: Introduction to Law, Administrative Authorities, Constitutional Law, and Criminal Law and Procedure with the following learning outcomes:
Introduction to Law Learning Outcomes:
- Knowledge of basic legal terminologies
- Knowledge of sources of law
- Knowledge of the system of administration of justice.
- Ability to interpret laws.
- Ability to conduct legal research.
Administrative Authorities Learning Outcomes:
- Knowledge of the meaning and function of administrative law
- Knowledge of administrative structure of central and local governments
- Knowledge of the legal framework of the public service
- Knowledge of the laws and procedures applicable to the most common duties performed by administrative officers.
Constitutional Law Learning Outcomes:
- Ability to develop an understanding of the fundamental constitutional issues of the day.
- Ability to analyse and distinguish various constitutions and determine their suitability for each given society.
- Be able to recognize a constitutional problem and suggest a relevant solution.
- Ability to develop an appreciation of how the law is formulated.
- Ability to analyse the 1995 Constitution and its amendments in line with fundamental principles.
Criminal Law and Procedure Learning Outcomes:
- Ability to distinguish civil from criminal cases
- Ability to identify common crimes
- Knowledge of defences to crimes
- Knowledge of admissible evidence
- Knowledge of criminal trial process
Admission Requirements
Applicants for the Certificate in Administrative Law should have a minimum qualification of Uganda Advanced Certificate of Education (UACE) or its equivalent.
Program Duration
The duration of the course is 4 months.
Mode of Study
The students can enroll for evening or weekend classes. The course is also offered as distance course supported by online study.
Tuition
The application fee is UGX 50,000. The tuition and functional fees for the whole certificate course is UGX 500,000.
