The programme is designed to raise analysis of public management and to develop more efficient and resourceful public sector managers/administrators through using models and concepts from the social sciences disciplines. It is intended to enhance the skills of accomplished senior officials, who hold key positions in organizations and those aspiring to have a specialized career in public administration.
The curriculum provides a broad range of analytical and conceptual skills in critical areas needed for managing a changing public sector global environment in developing countries. The two year programme offers skills in managing the critical human, financial and material resources of public sector organizations.

The programme is aimed at the all-round education, acquiring academic expertise and competences that are typical of functioning in the domain of administration and management in the public sector and at preparing for any further academic studies at PhD level in the domains of administration, public policy and management. It is designed to enhance the skills of accomplished senior officials, who hold key positions in organizations and those aspiring to have a specialized career in public administration and Management in the context of public, private and NGO sectors. The programme aims to equip students with competencies and skills to:
- Be effective administrators and managers.
- Deal with the huddles that stand on the way of administrative and managerial efficiency.
- Engage in effective communication as a backbone of effective administration and management.
- Apply the changing paradigms in management of public affairs especially with the New Public Management (NPM) philosophies.
Designed with the learner’s expectations at the forefront, the programme is essential to prepare public administration and Management students who blend the theoretical concepts with practical dimensions of administration and encourages a broadened academic and professional perspective.
Programme Objectives
The programme has the objective to enhance students’ theoretical, conceptual and practical understanding of:
- Responsible government, good governance and effective leadership.
- Public administration and management in a changing environment.
- Policy design, policy implementation and policy impact.
- Financial management, information and knowledge management, human resource management.
Learning Outcomes
By the end of the programme, participants will be able to:
- Effectively manage the human, financial and material resources of public sector as well as other organizations.
- Apply the best Public Administration and Management skills and best practices in delivery of public services at any level of administrative jurisdiction with a high degree of efficiency.
- Mobilize resources for public, private and NGO sector programmes and conduct effective Monitoring and evaluation of these programmes.
- Establish organizational systems fit for the 21st delivery of public services to the changing audiences.
Admission Requirements
The admission requirements comprise any of the following:
- A Bachelor’s degree with at least lower second class in any field or its equivalent from a recognized institution; OR
- A professional qualification equivalent to a Bachelor’s degree from a recognized professional body.
Program Duration
The program will extend over a period of two academic years. An academic year shall consist of two semesters. A semester shall consist of 15 weeks of lectures.
