This programme aims to develop substantive public procurement professional skills, values and knowledge in various facets of procurement. Professionals in this discipline will facilitate the machinery of government in its quest to deliver efficient and effective public services.
Career Prospects
The overall aim of this programme is to meet the needs of current and future procurement personnel in a changing environment but demanding a high degree of professionalism. There is a distinct need for senior managers to understand the role of public procurement management in facilitating the machinery of government in its quest for delivering efficient and effective public services. The PGD of Public Procurement will thus strive to impart substantive public procurement professional skills, values and knowledge in various facets of procurement with state of the art input in the public domain for effective and efficient service delivery.
The programme contributes to the university mission by preparing participants for managerial positions in private and public sector as well as related organizations locally and internationally. The aim of the programme is to develop participants with a sound understanding of Procurement Management principles and practices and who will be able to make a significant contribution to their organization’s competitive effectiveness as well as to the wider environment of society as a whole by managing the procurement function in an extra ordinary, efficient and effective way.
Participants will be equipped with both theoretical and practical skills in procurement and will gain special expertise in an effort to increase effectiveness, efficiency and transparency in the public procurement process. Training in this area would greatly improve knowledge about the process of tendering and bid evaluation and ultimately should result in improvements in that area, which are in line with the government reforms.
Programme Objectives
Specifically, the programme aims to prepare participants with knowledge, skills and attitudes in the following aspects:
- Knowledge in leading-edge concepts in public procurement management with a view to adapting these concepts to the modern work environment of the public sector.
- Planning and preparation strategies for improving the procurement processes in public sector organizations.
- Application of the principles that guide public and non-public procurement with emphasis on efficiency, economy and transparency in order to maximize the use of available funds for addressing poverty and facilitating national development.
- Utilization of the existing international good practices related to all steps of the procurement cycle and can select tools and templates to support these practices.
- Development of a knowledge base through both the taught and research elements of the programme, such that participants can continue their professional development post-qualification in the discipline of public procurement.
Learning Outcomes
By end of the course, students should be able to:-

Admission Requirements
The admission requirements comprise any of the following:
- A Bachelor’s degree in any field or its equivalent from a recognized institution;
OR
- A professional qualification equivalent to a Bachelor’s degree from a recognized professional body.
Program Duration
The program will extend over a period of one academic year. An academic year shall consist of two semesters and one recess term. A semester shall consist of 15 weeks of lectures. A recess term shall consist of 10 weeks.
