- Provide technical and professional support to the various academic and administrative units in the implementation and/or enhancement of quality assurance systems within the University.
- Supervise the Quality Assurance teams in their undertakings and oversee the quality assurance framework in the university
- Develop and/or review the quality assurance framework, plans, tools, and strategies for approval by the University Council or other relevant decision-making organs of the University.
- Oversee the University’s implementation response to Senate and Council policies and decisions; in addition to decisions of the Board of Directors, quality standards and any other policy or quality requirements as set by the Sector Ministry, National Council for Higher Education (NCHE) or other relevant quality assurance bodies.
- Provide quality assurance oversight on the development, implementation, and review of all university policies, procedures, and practices to ensure alignment with best practices and regulatory requirements.
- Support the institutionalization of quality benchmarks in leadership and management development programs for academic and administrative staff.
- Monitor and evaluate the effectiveness of staff training, development, and performance management systems to ensure they support continuous improvement and academic excellence.
- Advise on and monitor quality assurance requirements for teaching, learning, research, innovation, consultancy and community outreach programs.
- Collaborate with the Human Resources Directorate to ensure recruitment, induction, and staff appraisal processes adhere to established quality assurance standards and alignment with institutional goals.
- Plan, implement and continually improve the quality management systems of the University in conformity with universally accepted standards.
- Monitor and evaluate quality assurance or inspection reports from the various units of the University.
- Oversee the provision of support to University units in eliminating impediments to implementation of quality programs in their internal operations.
- Coordinate the conduct of quality management system audits and conformity assessments by External Advisors, Assessors and auditing, certification, accreditation or pre-qualification bodies.
- Coordinate periodic audits of HR-related functions—including staff deployment, workload allocation, and succession planning—to promote fairness, efficiency, and strategic alignment.
- Oversee and participate in the sensitization, education and training of both staff and other relevant Stakeholders in Quality Management Systems.
- Prepare and submit to the Quality Assurance Committee periodic reports on quality assurance audits in accordance with the University quality assurance policies.
- Communicate quality management targets, shortfalls, remedial measures and improved processes and procedures.
- Advise University leadership on the integration of quality assurance principles into staff welfare programs, grievance handling, and organizational culture development.
- Ensure quality standards are maintained in staff feedback mechanisms, exit interviews, and employee satisfaction surveys, and that data-driven improvements are recommended.

The objectives of the Quality Assurance Department at Uganda Technology and Management University are to:
